Web 2.0

What does "Web 2.0" mean to me? Not much. I really don't understand the term so I asked a reference librarian to explain it to me in a short summary. I understand the term a little better and how it deals with social networking and tagging, etc., etc....but its direct usefulness for me, I'm still a little confused by it.
